ANALYSIS OF THE RESOURCE VALUE AND RESOURCE POTENTIAL OF THE OBJECTS OF THE OIL-CONTAMINATED WASTES RECYCLING SYS-TEM BASED ON THE DEA METHOD

Abstract

The article proposes a new approach developed on the basis of the Data Envelopent Analysis (DEA) method that provides assessments of the resource value of oil-contaminated waste (OCW) in the storage and the resource potential of the objects of the OCW processing system. As the analyzed objects, the combinations of "OCW storage – processing technology" are considered. The proposed approach has been applied to assessing the system of waste processing, including 20 storages and 10 processing technologies. The subsequent analysis of the results showed that the ranked assessments of the resource potential of the system objects, obtained taking into account the assessments of the resource value of waste in storage facilities, make it possible to determine the most effective order of waste processing by appropriate technologies. For the first time, the results of the analysis of the influence of assessments of the resource value of OCW in the storage facilities to the assessment of the resource potential of the combinations "OCW storage - processing technology" in the processing system are presented. The new approach allows scientifically substantiating the decision making in the systems for industrial OCW processing. The optimal technologies in the analyzed system are determined, which provide the most efficient extraction of valuable resources of OCW in storage facilities. The proposed method can receive multiple applications for a comprehensive system analysis of the processes of OCW utilization in various regions of the Russian Federation and making effective management decisions.
